Focus & Framing

This unit focuses on analyzing different public policies of the country, particularly relating to health, education, social and economic development. CPAA is more interested in providing feedback during policymaking than ex-post evaluation. It aims to draw lessons from peer and developed countries by conducting comparative policy research. Policy research also serves to generate evidence to sharpen future policies.

  • Small scale, case-based research with a flexible, hypothesis generating and process tracing approach;
  • With a client asking a broad question, usually trying to understand why and how a current policy approach is not working;
  • Mixed methods approach to maximise the amount data and evidence;
  • Although flexible in approach, the idea is to really dig deep and develop a really rigorous plan from the start;
  • With the ambition to evaluate a current policy problem through a representative case and put forward sensible options and recommendations.
